In short
The halving cuts the number of new bitcoins miners earn per block in half roughly every four years. Hard-coded, it throttles supply on schedule toward the 21-million cap.
Historically, strong price phases often followed halvings — but the past guarantees nothing. Only the supply effect is certain: new coins become scarcer.
